Semi-strong form efficiency, a central tenet of the Efficient Market Hypothesis (EMH), suggests that stock prices instantaneously adjust to all newly released public information. This means that current security prices already incorporate all publicly available market data, and any price changes are direct responses to this information. Considered the most pragmatic iteration of the EMH, it nonetheless falls short in accounting for material nonpublic information (MNPI).

The hypothesis concludes that neither fundamental analysis, which examines a company's financial health and intrinsic value, nor technical analysis, which studies past price and volume data to predict future movements, can consistently lead to superior investment gains. Instead, it argues that only investors with access to MNPI could potentially achieve returns exceeding market averages.

The EMH, a theory advanced by economist Eugene Fama in the 1960s, posits that in liquid markets, security prices fully reflect all available information at any given moment. It is categorized into three forms: weak, semi-strong, and strong, each evaluating the impact of different types of information on market prices. The EMH asserts that due to market efficiency and the comprehensive reflection of information in current prices, attempts to outperform the market are largely a matter of chance rather than skill. This logic is rooted in the Random Walk Theory, which suggests that price changes are random and unpredictable, as all available information is immediately incorporated into prices. Consequently, future prices are independent of past prices and will only react to new, unforeseen developments. Under this assumption, both novice and expert investors holding diversified portfolios would achieve comparable returns, irrespective of their analytical prowess.

The weak form of the EMH contends that current stock prices fully embody all historical security market information. It suggests that past price and volume data bear no predictive relationship to future security prices, thus rendering technical analysis ineffective for generating excess returns. Conversely, the strong form of the EMH posits that current stock prices reflect all public and private information. It argues that market information, as well as non-market and insider information, is already factored into security prices, implying that no individual possesses monopolistic access to relevant data. This form assumes an ideal market and concludes that consistently achieving superior returns is an impossibility.

Despite its theoretical significance in financial research, the EMH encounters challenges in practical application. For instance, the 2008 Financial Crisis highlighted the limitations of various theoretical market approaches due to their disconnect from real-world conditions. Had all EMH assumptions been valid, phenomena such as the housing bubble and its subsequent collapse would have been averted. The EMH struggles to explain market anomalies, including speculative bubbles and periods of excessive volatility. As the housing bubble reached its peak, capital continued to flow into subprime mortgages, an irrational behavior from the perspective of efficient markets, driven by the allure of potential arbitrage opportunities. A truly efficient market would have adjusted asset prices to rational levels, thereby preventing such distortions.

The semi-strong form of the Efficient Market Hypothesis (EMH) is a crucial concept in finance, asserting that all publicly accessible information is rapidly integrated into stock prices. This integration makes it challenging for investors to consistently achieve extraordinary returns using either fundamental or technical analysis, as these methods rely on information already reflected in current prices. The hypothesis highlights that any advantage in the market would stem from access to confidential, nonpublic information. This understanding underscores the competitive nature of financial markets and the pervasive influence of information on asset valuation.
